Dubai Tenants Question Extra Fees: Are Annual Administration Charges by Agents Allowed?

Many long-term tenants in Dubai are beginning to question an extra cost that appears every year when their rental contracts are renewed: the administration fee charged by some real estate agencies. For residents who have already lived in the same property for several years, the repeated charge can raise concerns about whether it is necessary, how it is calculated, and whether tenants have the right to question it.

A typical case involves tenants who have rented the same apartment for many years and are asked to pay an additional administrative fee—sometimes around Dh1,500—every time the lease is renewed. This amount is often billed separately from the Ejari registration fee and any rent adjustments. While the charge may be presented as standard practice by agencies, many renters want to understand whether such a fee is required under Dubai’s rental regulations.

In Dubai, the relationship between a landlord and a tenant is governed primarily by the tenancy contract. The agreement forms the legal basis of the rental arrangement and should clearly outline essential details such as the property description, the purpose of the lease, the duration of the contract, the rental amount, and the method of payment. When a contract is properly drafted, it should leave little room for confusion regarding what each party is responsible for paying.

The contract also typically defines which costs fall to the tenant and which belong to the landlord. In general practice, many government-related charges linked to the use of a rented property are usually paid by the tenant unless the contract specifies otherwise. This includes certain registration fees or administrative charges related to official processes connected with the lease.

However, an administration fee requested by a real estate agency is slightly different from government-related payments. In many situations, this charge is associated with the service provided by the agency when handling the renewal of the tenancy agreement. Tasks may include preparing documents, coordinating signatures, submitting the renewal through official systems, and managing communication between the landlord and tenant.

Whether the fee is appropriate largely depends on what the tenancy contract states. If the agreement clearly mentions that the tenant must pay an administration fee upon renewal, the agency may request the amount as part of the agreed terms. In that case, the charge is considered part of the contractual arrangement between the parties.

On the other hand, if the contract does not contain any clause referring to a renewal administration fee, tenants may have grounds to question the payment. In such cases, residents can first ask the real estate agency to explain why the charge is being applied and how the amount was determined. Sometimes the issue may simply be a misunderstanding or a fee that was introduced later without being formally added to the contract.

For tenants who are unable to resolve the matter directly with the agency, Dubai provides official channels where rental issues can be reviewed. The emirate has dedicated regulatory bodies that oversee the real estate sector and manage disputes between landlords, tenants, and property brokers. These institutions allow residents to seek clarification or submit complaints when there is disagreement about contract terms or charges.

Experts often recommend that tenants carefully review their lease agreements before signing each year’s renewal. Paying attention to clauses related to service charges, administrative costs, or agency fees can help avoid confusion later. If any unclear items appear in the contract, asking for clarification before agreeing to the terms can provide greater transparency.

Dubai’s rental market has grown rapidly over the past decade, and with that growth has come increasing attention to the details of tenancy agreements. As more residents stay long-term in the same properties, questions about recurring costs—especially those not directly linked to rent—are becoming more common.

For tenants, the key point is that the tenancy contract remains the primary reference for understanding what payments are required. Reviewing the document carefully and communicating openly with the agency can often resolve concerns before they escalate.

As Dubai continues to strengthen transparency in its property sector, awareness among tenants about their rights and obligations is also rising. Understanding how rental contracts work and what fees may legally apply can help residents navigate the leasing process with greater confidence.
